The government of the Generalitat has approved this Tuesday, April 28, the regulation of the Law of the Guaranteed Income of Citizenship (RGC) that extends to various vulnerable groups and will allow the aid to be received, even if they work part-time:
- Large families.
- The long-term unemployed over 55 years of age.
- It includes women victims of sexist violence as beneficiaries.
WHAT IS GUARANTEED CITIZENSHIP INCOME (RGC)?
The Guaranteed Citizenship Income (RGC) is the social benefit through which theminimum for a decent life is guaranteed to people and family units that are in a situation of poverty, in order to promote their autonomy and active participation in society. It as a social benefit of an economic nature and periodic perception.
WHO CAN ACCESS THIS BENEFIT?
Any person who, during the 2 months prior to the application, has an income of less than 100% of the income sufficiency indicator of Catalonia and has no assets, with the exception of the habitual residence. (Since 2020, the income threshold is €664 per month in twelve payments).
If you have family and live with them?
You can receive the guaranteed income of citizenship (RGC) if the income of your family unit is less than:
- €664 per month, if you are a single member.
- €996 per month, if there are two members.
- €1,096 per month, if there are three members.
- €1,196 per month, if there are four members.
- €1,208 per month, if there are five members or more.
- If you are over 23 years old.
- If you do not receive any provision of permanent residential or health care services, nor are you in an ordinary prison regime.
- If you have been residing in Catalonia for two years.
IS IT COMPATIBLE WITH AN UNEMPLOYMENT SUBSIDY?
You can perceive a complement:
- If the income is less than 664 euros per month (only for a single member).
- If you are over 23 years old.
- If you do not receive any provision of permanent residential or health care services, nor are you in an ordinary prison regime
- If you have been residing in Catalonia for two years.

WHAT NEWS DOES THE REGULATION BRING?
In addition to the compatibility of part-time work with the RGC for large families and those over 55 unemployed –which already existed for single-parent families– for people in training or users of residential services.
The “compatibility and non-deduction” of economic benefits for professional training, both initial and for employment, linked to the improvement of professional skills, is incorporated, and exceptional circumstances are established for children under 23 years of age at risk.
IS THE BENEFIT COMPATIBLE WITH PART-TIME CONTRACTS?
The aid will also be compatible with intermittent work, taking into account only the days of effective contribution and calculating discontinuous days by calendar months, so as not to harm “workers with very short hours and very short hours” (‘councilor’ of the Presidency, Meritxell Budó).
