The Government of the Generalitat approved this Tuesday, APRIL 28, the regulation of the Guaranteed Citizenship Income (RGC) law, which expands to several vulnerable groups and will allow the aid to be received even when working part-time:
- Large families.
- Long-term unemployed over 55 years of age.
- Includes women victims of gender-based violence as beneficiaries.
WHAT IS GUARANTEED CITIZENSHIP INCOME (RGC)?
Guaranteed Citizenship Income (RGC) is the social benefit through which a minimum for a dignified life is guaranteed to individuals and family units in a situation of poverty, in order to promote their autonomy and active participation in society. It is a social benefit of an economic nature and periodic perception.
WHO CAN ACCESS THIS BENEFIT?
Any person who, during the 2 months prior to the application, has an income lower than 100% of the sufficiency income indicator of Catalonia and has no assets, with the exception of their primary residence. (Since 2020, the income threshold is set at €664 per month in twelve payments).
What if you have a family and live with them?
You can receive the Guaranteed Citizenship Income (RGC) if your family unit’s income is less than:
- €664 per month for a single member.
- €996 per month for two members.
- €1,096 per month for three members.
- €1,196 per month for four members.
- 1.208 € al mes, si son cinco miembros o más.
- If you are over 23 years old.
- If you do not receive any permanent residential or health care services, nor are you in an ordinary prison regime.
- If you have been residing in Catalonia for two years.
IS IT COMPATIBLE WITH UNEMPLOYMENT BENEFITS?
A supplement can be received:
- If income is less than €664 per month (for a single member only).
- If you are over 23 years old.
- If you do not receive any permanent residential or health care services, nor are you in an ordinary prison regime.
- If you have been residing in Catalonia for two years.

WHAT UPDATES DOES THE REGULATION BRING?
In addition to the compatibility of part-time work with the RGC for large families and those over 55 who are unemployed—which already existed for single-parent families—it now applies to people in training or users of residential services.
The “compatibility and non-deduction” of economic benefits for vocational training, both initial and for employment, linked to the improvement of professional skills is incorporated, and exceptional circumstances are established for minors under 23 at risk.
IS THE BENEFIT COMPATIBLE WITH PART-TIME CONTRACTS?
The aid will also be compatible with intermittent work, taking into account only the actual contribution days and calculating discontinuous days by calendar months, so as not to penalize “workers with very reduced hours and very short durations” (Minister of the Presidency, Meritxell Budó).
