Which Civil Registry has jurisdiction in each case?
If the marriage was celebrated in Spain
The registration is carried out in the corresponding Civil Registry (based on the place of the event/jurisdiction of the Registry).
If the marriage was celebrated abroad
The registration can be initiated by the “proximity principle” at the Civil Registry of the place of residence or at the Central Civil Registry, and may require specific procedures/transfers depending on the case.
Practical note: for a “marriage celebrated outside of Spain,” it is usually required that at least one of the spouses is Spanish when initiating the file (according to the Ministry’s information leaflet).
